The horse shoe clip worked loose causing the entire cylinder to rotate resulting in a lockout of both drawers. Finagled it enough to unlock top drawer and removed drawer to gain access to lock and linkage. Bottom drawer wouldn't unlock. I found the problem. Removed lock and reinstalled it correctly. Both drawers lock and unlock perfectly now. It's definitely an odd/bad design the way it's mounted and that clip was a bitch to get fully seated. Service call & hour labor.
