How about some Nessa, Goddess of the Ocean and Mother of Water Pokemon? When we saw Nessa's outfit, we KNEW it could be done with Korra's same skin complexion. Plus, Nessa holds a special place in her heart because, even though she's a badass gym leader, her true dream is to be able to model!
